*RESOLVED* Email reading pane not displayed in Office 365 Outlook web and no ability to send emails

Many campus users are experiencing a problem viewing and sending emails via the Office 365 Outlook app.
This problem is affecting many UW-Stout users and users of Office 365 for Education at other institutions, including other UW campuses, and is not restricted to any specific internet browser. Double-clicking an email should allow for reading, however it is not possible to send or reply to emails at this time via OWA.
This is a temporary disruption during which the Outlook desktop client can be used, when available. Eligible users can install Outlook.
